Job Context
The General Services Officer will lead the logistics team of the Cox Bazar region and to support project delivery in the efficient, cost-effective, and quality logistics services (fleet, office, guesthouse, assets, and liaison, etc.) in accordance with Handicap International standard.
Due to the nature of the work and context, the position holder may be required to work beyond normal working hours, on weekends, and on holidays.

Job Responsibilities
Responsibility 1: Planning and Strategic Role
To ensure cost-effectiveness and reliability of support to HI projects.
Implement and maintain logistics management policies, systems, and procedures.
Liaise with the Emergency Coordinator to plan for the order, receipt, storage, and distribution of NFI kits and other material (dry food, assistive devices).
Review the logistics aspect and budget of each donor proposal before submission and provide feedback/advice where necessary.
The review logistics aspect of the donor report.
Co-ordination and overall responsibility of project logistics; ensure follow up of HI Bangladesh procedures to the emergency context, guidelines, and policies for the management of procurement, vehicle fleets, communication systems, emergency preparedness, finance, IT, and security in line with HI guidelines and procedures.
At the start of the new contract identify and communicate donor-specific logistics requirements to the relevant personnel to ensure compliance.
Responsibility 2: Logistics management
Ensure that HI minimum standards of logistics procedures and policies are understood and adhered to throughout the team, briefing, and training all relevant staff as required.
Ensure local and national procurement practices are compliant with HI and donor regulations.
Develop a supply plan for the project(s) with input from the EC, FC, and Project Manager(s).
Develop and maintain warehouse systems and ensure that stock management systems are implemented throughout the program. Monitor projects stock levels and advises on appropriate stocking and replenishment to meet project demands.
Ensure management of vehicle fleets is in line with HI standards; ensure appropriate allocation and safe use of vehicles throughout the program and ensure accountability with particular reference to fuel consumption.
Review logistics and provide capacity building training to local partners.
Develop the logistical aspects of the emergency preparedness plan, in coordination with the Senior Management Team, and train logistic staff in managing emergencies. Provide specific Logs training for staff managing emergencies.
Management of fleet and logistics-related contracts for goods and services
Support the implementation of the security management plan for the HI Bangladesh program by providing adequate transport planning and support.
Guide general management of fleet, transportation, and distribution.
Ensuring transport reports on fuel usage, mileage, repairs, and maintenance are accurate and reviewed for potential issues.
Ensuring all procedures and documents relating to asset management are followed.
Provide leadership to the logistics team to ensure that all HI Bangladesh procurements and distribution to the beneficiaries are finalized in a timely and quality manner, ensuring compliance with HI Logistic Handbook/procedures, emergency procedure, and donor guidelines.
Regularly visit all project sites to ensure that systems are in place and functioning and that capacity is built. Provide prompt technical support when required to logs staff within all the project(s).
Ensures effective management of office premises and good facility management.
Ensures effective management of the premises (office, camp offices, and Guest/Expat house) security in liaison with the Field Coordinator.
Responsibility 3: Team Management
Supervise and lead the department team, ensure appropriate job descriptions, fix objectives, carry out assessments, and taking decisive action in the case of poor performance.
Ensure all positions have appropriate job descriptions.
Identifying and taking appropriate action to fill resource gaps.
Set the design of departmental objectives and standards.
Ensure that department staff is supported and motivated at all times through regular meetings and communication flux.
Responsibility 4: External representation and Reporting
Capitalized relevant information form logistics officers to provide a monthly logistics report to Field Coordinator and Logistic coordinator on all logistics sub-department (narrative reports & Monitoring charts)
Participate in inter-agency logistic meetings and provide timely reports to the Field Coordinator and Logistics Coordinator.

Educational Requirements
Relevant university degree or higher education, preferably Business Administration, Logistics, or other relevant fields
Experience Requirements: 1 to 3 year(s)
Additional Requirements: At least 1 year’s managerial experience in Administration, Logistics and Fleet Management
Experience from working in complex and volatile contexts
Demonstrable ability to think creatively and practically
Knowledge about own leadership skills/profile
Excellent communication, facilitation, and team-building skills
Fluency in English, both written and verbal
Excellent self-awareness, as well as strong analytical and critical thinking skills;
Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision;
Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure;
Proven experience in administration, logistics management, and training.
Significant understanding of complex emergencies and crisis contexts
